It is important to update television broadcasters that the government has approved the revised “Guidelines for Uplinking and Downlinking of Satellite Television Channels in India, 2022”.
What’s new in Uplinking Guidelines 2022 –
- No prior permission for the live telecast of any program
- Indian teleport can uplink foreign channels
- Obligation to broadcast at least 30 minutes of content in the national or public interest
- Channel encryption is important in addition to C-band
The top major benefits arising out of the revised guidelines are as follows:-
- No prior permission for the live telecast of any program
- Change of language or mode of transmission from Standard Definition (SD) to High Definition (HD) or vice versa requires no prior permission; Only prior notice will be required.
- A company or LLP can use news collection equipment other than DSNG.
- A specific time limit has been proposed for the grant of permission.
- Limited Liability Partnership (LLP) entities may also seek permission.
- LLPs or companies will be allowed to uplink foreign channels from Indian teleport which will create employment opportunities and make India a teleport hub for other countries.
- A news agency can obtain permission for a period of 5 years against one year at present.
- A channel can be uplinked using more than one teleport feature! Currently, there is only one teleport/satellite in comparison.
- It has raised the possibility of allowing the transfer of TV channels/teleports permitted under the Companies Act to a company/LLP or Limited Liability Act.
- All stations are required to air content focusing on issues of social or national importance for at least half an hour. This provision is not applicable to foreign channels and other channels (like Sports).
- TV channels uplinking in frequency bands other than the C band are compulsorily required to encrypt their signal.
